Born in Neptune, New Jersey, Smart studied at the Philadelphia Museum College of Art, the Fleisher Art Memorial in Philadelphia, and the Art Students League in New York City. Smart also took study with impressionist marine painter, Don Stone, illustrator Mario Cooper, and marine and landscape painter Tom Nicholas.

In 1960 she and Reverend Robert Oberkehr founded the Freehold Art Society of Monmouth County, New Jersey. In 1967 she founded Smart Studio Art Gallery in Northeast Harbor, Maine and the Smart Studio Gallery in Boca Grande, Florida in 1982.

In 1984 Smart moved to Great Cranberry Island to be close to her beloved sea. In1987 she was a founding member Boca Grande Art Alliance of Florida. She was also a co-founder the Great Cranberry Island Historical Society in 1993 and became president in 1999.

Smart painted in a realistic, impressionist style using a fluid technique to capture the essence of water and what happens where land meets sea, combined with an innate ability to reveal nature in its many moods.

Smart exhibited at the Union League (Philadelphia, PA); Asbury Park Society of Fine Arts (NJ); Toms River Historical Society (NJ); Northeast Harbor Library (ME); Art league of Marco Island (FL), among others in New York City, museums in Newark, Morristown, Montclair, and Trenton, New Jersy and major colleges.
